Former President François Hollande warns of the consequences of a budgetary failure in France on the financing of European defense

“The fragility of France is an additional element of insecurity for Europe”, said former President of the Republic François Hollande on Sunday, warning about the consequences of a budgetary failure for defence financing.

In an interview with Le Monde on the war in Ukraine, and US President Donald Trump’s controversial plan to end the conflict, the former head of state was questioned about the French political situation.

Budgetary challenges and European defense

“In this context, the fragility of France is an additional element of insecurity for Europe”, he warned, estimating that if it “wants to participate in rearmament, it must have a budget of the defense voted within the framework of the finance law”, that is to say in the state budget for 2026.

If the adoption of a new budget fails in Parliament, and the government goes through a “special law” to ensure the continuity of the State, “it is the expenditure of the previous year which will be worth, and the 6 billion euros planned to improve our defence capacity will not be there”, warned François Hollande.

Putin and Trump aim to “weaken and neutralize us”

Having once again become a deputy for Corrèze, François Hollande weaves a link between “the state of our democracy”, “the strength of our defence and the credibility of our security”. “This is why Donald Trump and Vladimir Putin are pushing the far right in Europe to weaken and neutralize us”, he added.

Concerning Donald Trump’s plan, François Hollande believes that in its current state it amounts to “the capitulation of Ukraine” but also to “the relegation of Europe under the supervision of a Russian-American condominium”.

Regretting the absence of “political incarnation” in Europe, he nevertheless calls on Europeans to “correct the plan if it is still amendable” and to “say that they will deliver as many weapons as possible” to Ukraine.

Hailed by Russian President Vladimir Putin, the American project takes up several key demands from Moscow: that Ukraine cede territories to it, agree to reduce the size of its army and give up joining NATO. However, it offers Western security guarantees to kyiv to prevent any new Russian attacks.
