Bas-Rhin, Haut-Rhin, Territoire de Belfort, Côte-d’Or, the Nièvre, the Saône-et-Loire, the Yonne, the Ardennes, Aube, Marne, Haute-Marne , Doubs, Jura, Haute-Saône, the Meurthe-et-Moselle, Meuse, Moselle and the Vosges were still concerned.
