Tobacco: Here are all the Prices of Cigarettes as of 1st November 2025

French Customs has published the decree setting the new prices for cigarettes, packets of rolling tobacco, cigars, cigarillos… Here is the detail.

We know the prices of cigarettes. tobacco rolling and other cigarillos as of the 1st November, 2025. French Customs actually revealed this a few days ago all new prices coming into effect soon. As well as the brand new tobacco products which will be on sale on November 1st. Here are all these new features in detail.

Tobacco prices as of November 1, 2025

For the second time in a row, the 12 million daily smokers in France will not see no price increase as of the 1st November, 2025. Tobacco prices do not change for the main brands of cigarettes or hand-rolling tobacco.

New products on sale as of the 1st November 2025

According to “the decree of the 1st October 2025 approving the retail sales prices of tobacco manufactured in France”, dozens of new products will also arrive in France on the 1st November. These include dozens of references of cigars and cigarillos, listed in our table above.

This year, five price adjustments have already been made. However, these prices could increase in future adjustments. Because as part of the fight against smoking, the government plans to set the price of a pack of cigarettes at 13 euros during 2026.

According to a 2024 Public Health France study, tobacco causes the death of 75,000 people per year.
