Emmanuel Macron will speak next Monday, July 3, before Congress meeting in Versailles, said Senate President Gerard Larcher , coming out of a meeting with the Head of State at the Elysée.
“The president @Emmanuel Macron has confirmed that he convene Parliament in Congress at Versailles # Monday, 3/7”, tweeted on Wednesday the president of the Senate. A government official said that the Elysée had indicated holding conference Monday.

The President will therefore address the parliamentarians on the eve of the policy speech of Edouard Philippe. “The shape of the president’s speech will be different (from that of the prime minister) because it is before Congress,” said the spokesman of the Government Christophe Castaner on Radio Classique. “It is rather what is called (…) the speech on the State of the Union, the main lines, the color that the president wants to give his five years,” said Christophe Castaner. “Behind you have the Prime Minister who is in the balance,” “in the method of implementation.”

This event could become annual
This will be the third time that a president speaks before Congress since the constitutional reform of 2008 that allows this form of intervention. Nicolas Sarkozy had spoke in June 2009 and François Hollande just after the attacks in Paris on the 16th November 2015.
This meeting could become an annual event, as was mentioned by Emmanuel Macron during the campaign. “The President of the Republic made a commitment to the French to bring to Congress once a year to talf on a number of subjects,” recalled Tuesday the spokesman of the government, Christophe Castaner.
