The prefect of the Rhône makes strong announcements concerning the covid-19 epidemic

Monday 21st September 2020, the prefect of the Rhône and the Auvergne-Rhône-Alpes region made strong announcements to fight against the covid-19 epidemic which is rebounding seriously.

Monday 21st September 2020, the prefect of the Rhône and the Auvergne-Rhône-Alpes region announced new measures to fight against the covid-19 epidemic. All these measures will be effective from Tuesday 22nd September 2020 at 6 a.m.

He was accompanied by the Director-General of the Regional Health Agency, Dr Jean-Yves Grall, and the Rector of the Auvergne-Rhône-Alpes Academy, Olivier Dugip.

Strong decisions have been announced:

New municipalities are concerned by the wearing of the compulsory mask such as Bron or Vaulx-en-Velin . 10 cities are concerned: the two above-mentioned, but also Caluire-et-Cuire, Décines-Charpieu, Ecully, Saint-Fons, Saint-Genis-Laval, Tassin-la-Demi-Lune, Vénissieux and Villefranche-sur-Saône .

Still concerning the mask, where it is not mandatory all the time and everywhere, it will still be around train stations, schools and public transport stations (as before), but also around sports halls, entertainment and car parks in shopping centres.


The maximum level for public demonstrations is lowered from 5,000 to 1,000 peopleThe Olympique Lyonnais and LOU Rugby matches are therefore concerned.

For public gatherings of more than 10 people on public roads or in establishments open to the public, a declaration must first be made to the prefecture.

The prefect also asks the population to limit family, friendly and associative gatherings as much as possible.

The Lyon fair is thus purely and simply cancelled,  “for the moment” specifies the prefect: in the event of a “drastic improvement” in the situation, he could review his copy.

Events such as garage sales, funfairs, flea markets, etc. are now prohibited.

The sale of alcohol and the broadcasting of music prohibited in the evening on public roads

The Prefect has also taken a strong decision for the evenings regularly marked by slippages, especially on the platforms: the sale and consumption of alcohol are prohibited between 8 p.m. and 6 a.m. on public roadsMusic streaming too. The sale of alcohol while standing is also prohibited.

On this subject, the prefect was invited to speak about the gatherings on the banks of the Rhône which have been controversial in recent days. He answers :

“The decision must be taken jointly with the President of the Metropolis. Closing the banks of the Rhône would be complicated to enforce. I remind you that they are 5 km long. For the moment, we hope that the call for good citizenship will be heard. If not, we will make other arrangements.”

For now, bars and restaurants are not affected by the new measures. They are simply called upon to respect the rules scrupulouslyOtherwise, the Prefect warns that he will not hesitate to proceed with administrative closures.

Limited visits to nursing homes

To limit the spread of the virus, it was also decided to limit visits to nursing homes in the Rhône. People infected in recent weeks are older than before, and cases of death in nursing homes are on the rise.

Starting tomorrow, it will therefore be two visits per week per resident. New members of the nursing staff will be systematically tested.

New screening centres

Aware that screening centres are overwhelmed, new rules are established.

A prioritization order is put in place: priority is given to those who have a medical prescription, symptomatic, contact cases who have a request from social security or the ARS and health personnel.

Three new centres will open one in Lyon, another in Villeurbanne and finally one in Vaulx-en-Velin. They will only be dedicated to priority people.
