In this “exceptional” time of cold weather, Prime Minister Bernard Cazeneuve wished to be “established with prefects, their daily needs and local assessment”. He also called for “necessary exceptional places and reinforcements of corresponding numbers” are mobilized and that “full mobilization of local authorities and large associative operators (mobilization gyms, community centers, day centers etc.)” are ensured.

For the accommodation of homeless people, he said, “these measures are aimed primarily at opening exceptional temporary seats, beyond winter already open seats, according to the daily needs, strengthen workforce services organizing the initial reception of residents (115, Samu social, SAO and SIAO) ” .
It is also aimed “specifically (to) the intensification of” marauding “direct contact with people in the street, including convincing if needed”
