Eure: a prefectural decree almost banned the sale of alcohol for 10 days

Traders have stepped up against a prefectural decree in the Eure, banning the sale of alcohol to take away for 10 days, from July 5th to 15th, 2019. An error quickly corrected.

Olivier Belaubre, president of the Féé ( Economic Federation of Evreux ), and shopkeeper at the Rendez-vous des gourmets, rue Chartraine, with Pascal Vidalenc, Aviva insurer rue Saint-Louis, on behalf of their new association, went in emergency at the prefecture of Eure Friday, June 28, 2019 following the publication of a prefectural decree prohibiting the sale of alcohol to take away from Friday, July 5th 2019 at 6pm, until Monday, July 15th at 8 am on all the Department.

“Féé members phoned us on Thursday evening after receiving an email from the Comptoir des Loisirs broadcasting this contentious and immediately disputed prefectural decree” says the president of the association who, from Friday morning, went to the Prefecture to try to meet the prefect. “We were received by Francis Prunelle, director of prevention and civil security in the cabinet of the prefect and his secretary. ”


From July 12th to July 15th

On site, the prefecture recognized a date error. A new decree was taken in the wake, cancelling and replacing the previous one and covering several time slots: from Friday 12th July 2019 at 8 pm to Saturday 13th July 2019 at 8 am, from Saturday 13th July 2019 at 8 pm to Sunday 14th July 2019 at 8 am and Sunday 14th  July, 2019 at 8pm to Monday 15th July at 8am. By stating “that there was no intention to harm the profession”, but to manage “excesses related to excessive alcohol consumption during the festivities of July 14th. ”

In an email to its members, the Economic Federation of Evreux wonders. “Even if the prefecture has made obvious material errors, how could these orders arrive in our mailboxes without there being any reaction of the Mayor of Evreux recipient of this information and its services, in cascade, to arrive at this diffusion of the Comptoir des Loisirs? ”

Fireworks and fuel

On the networks, the prefecture recalls that in addition to the ban on the sale of alcohol to take away, fuels containing transportable and other flammable products are also prohibited for sale, this time from Friday 5th July 2019, ” to ensure the safety of the festivities. And to specify:

“As a reminder, the use of fireworks and firecrackers is prohibited at all times, in places where there is a large gathering of people, in residential buildings or in the direction of the latter.”
