Most drivers who drive without a driving licence have never passed the exam because of its cost, 1,500 euros on average.
This is a hardly credible figure: no less than 680,000 motorists drive without a license . And the phenomenon tends to get worse, since this figure has increased by 30% in five years, and more than doubled since 2009.
These statistics from the National Interministerial Observatory of Road Safety (ONISR) were presented this Monday 8th April, 2019 on RTL by Emmanuel Barbe, Interministerial Delegate for Road Safety.
An overly expensive review
The reasons are mainly economic: more than two thirds of French people who drive without a license have never passed because the exam is too expensive . Passing the permit costs 1,500 euros on average.
The other third party was either withdrawn by the police or after losing all their points.

Driving without a license can cost up to € 15,000 in fines and one year in prison . And if these drivers without the precious sesame account for only 1.4% of the estimated 40 million drivers in France, they were involved in 4.5% of fatal drivers.
