A minimum pension of 1200 euros. This was indicated by the pension reform project. However, it’s not for everyone. Here are the criteria.
This is a persistent element of language on the side of the executive since the presentation of the pension reform on January 10: “two million current pensioners, who have a pension of less than 1,200 euros, will see their pension increased to 1 200 euros gross per month”.
These are the words of Olivier Véran, on January 11th, when the government spokesperson was the guest of franceinfo. This foreshadowed a minimum pension, for all of up to 1,200 euros.
Except for that, slight backpedalling: not everyone will receive these 1,200 euros. You must have completed a full career. And at minimum wage. Explanations.
The contributory minimum
First of all, it is necessary to look at how pensions are broken down, in particular small pensions.
There is the basic pension, and the complementary one, to which must be added the contributory minimum, the “Mico”. It is the latter that will be upgraded in the reform of Elisabeth Borne.
The contributory minimum allows retirees from the general Social Security old-age insurance scheme who have contributed on low wages to receive a minimum amount of basic pension.
And for farmers?
According to the bill, “since the law of July 3, 2020, farm managers who can prove a full career in this capacity can already benefit from a gross revalued basic and supplementary NSA retirement pension. up to 85% of the net agricultural minimum wage.
This minimum pension applies to the pensions of private sector employees (general scheme), agricultural employees (MSA), and craftsmen, traders and industrialists.
“The benefit of the minimum contributory is conditional on obtaining the full rate: only workers who have reached the target duration (43 validated annuities), who have retired at age 67 (age of cancellation of the discount), or who have left under incapacity or disability can therefore claim it, ”notes the Institute of Public Policy in a note published on February 9. This minimum represents €684.14 gross per month.
If you have contributed for at least 120 quarters (30 years), this minimum contribution is increased and reaches €747.57 gross per month.
As a reminder, a difference must be made between quarters contributed (worked) and validated (these may have been validated during a period of incapacity for example).
Full careers
But as the devil hides in the details, you have to look at the bill , where it is clearly written, in article 10, that employees who have completed a career fully contributed on the basis of a Smic will be able to retire. with a pension of at least 85% of the net minimum wage, i.e. nearly €1,200 from September 1, 2023.
This requires an increase of 100 euros in the minimum contribution, the Mico.
There is therefore no minimum pension for all, but a revaluation for some.
Who? Difficult to quantify. Guest of franceinfo this Monday 13th February, the Minister of Labor, Olivier Dussopt indicated that “200,000 retirees per year out of 800,000 will have a better pension with this reform than without the reform”. It indicates that this figure should “change every year”.
But those who will receive the promised 1,200 euros are in fact those who have validated all the required quarters, with a salary at minimum wage level and a full career. They will be less numerous than this figure put forward by the Minister of Labour.
The Institute of Public Policy estimates 10% the share of new retirees who may be affected by the maximum revaluation of 100 euros.
What about current retirees?
A catch-up is planned for current retirees from the 1st September 2023. Olivier Dussopt certified that of the 17 million retirees currently, 1.8 million will see their pension revalued. “Some will receive 20, 30 euros, others 100 euros.”
What appreciation for others?
“For eligible policyholders, but not having a full career, the increase of €100 will be prorated according to the number of quarters contributed”, specifies the bill.
This means that there will be pension increases, but not necessarily up to 100 euros.
“Some will receive 20 to 30 euros per month,” said the Minister of Labor. “It is necessarily prorated”.
A gas plant not even sure of being studied in the National Assembly: the debates which will end on Friday 17th February at 11:59 p.m. and the thousands of amendments tabled, will undoubtedly not make it possible to go as far as Article 10 which contains this revaluation of pensions.
